The City Manager is the Chief Executive Officer (CEO) of the City and provides centralized direction and leadership for the effective administration and operations of all municipal services for the City of Marceline as directed by the City Council and serves as the focal point for the management of the City staff. The City Manager prepares and submits to the City Council a balanced plan of municipal services in adherence with the policy goals and objectives established by the City Council while employing such managerial techniques as needed to assure efficient and effective utilization of the City's resources.

The City Manager manages all City-owned public utilities operated and managed by the City and enforces all laws, ordinances, and regulations relative to the preservation and promotion of public health and welfare of the community.

Specifically:

  • By statute, the City Manager shall be the administrative head of the government of the city. He or she shall be chosen by the City Council for an indefinite term and may be removed at the discretion of the Council.

  • The City Manager shall devote his/her entire time to the discharge of his official duties, attend all meetings of the Council, keep the Council advised of the affairs and needs of the City, and make reports of all affairs and departments of the City.

  • The City Manager shall see that all ordinances are enforced and that provisions of all franchises, leases, contracts, permits, and privileges granted by the City are observed.

  • The Manager shall act as purchasing agent for all departments and further, all purchasing shall be made by requisition signed by the Manager.

  • The Manager shall be responsible for preparing the budget, and submitting to the City Council, the annual budget estimates and such reports as requested by the Council.

  • The Manager shall supervise the operation of all public utilities owned and operated by the City and shall have general supervision over all city property and departments.

  • The Manager shall be entitled to sit with the City Council, but shall have no vote on questions before it.
