Marceline, MO 
- At the Special City Council Meeting on April 30, 2025, one of the Council’s 
first actions was to formally recognize the public service of outgoing Council 
Member Brian Baker.  Councilman Baker served on the Council from April 2022 
to April 2025.  Councilman Josh Shoemaker who served from April 2022 to 
November 2024 was unable to attend the special meeting and will be recognized at 
a later time. The City thanks them both for their dedicated service while 
serving as Council members.  
The oath of office was then administered by the City Clerk to elected Council 
Members Clarence Gibson and Jacob Clay. 
Councilman Clarence 
Gibson has resided in Marceline for 20 years and graduated from Marceline R-V in 
2002.   Clarence has worked in Water/Wastewater treatment for the previous ten 
(10) years.  Most of this time was spent as a Water Treatment Operator for 
the City of Marceline, and later, as Superintendent over Marceline’s Water and 
Wastewater facilities.  He is currently a Water Treatment Operator for the 
City of Brookfield.  His wife, Mary, is a graphic designer at Walsworth and 
their two children, Lela (13) and Lucas (8) are students at Marceline R-V.  
Councilman Jacob Clay is a lifelong resident of Marceline and is a 2012 graduate 
of Marceline High School.  Following high school, he attended Moberly Area 
Community College (MACC). Jacob is currently a clerk for the United States 
Postal Service and has worked there since 2021.  He stays active in the 
community by volunteering with local organizations such as the Chamber of 
Commerce and assisting with their events such as the 4th of July Parade and 
Peanut Night.  He previously served on the Planning and Zoning Board and 
was active with the Historic Preservation Commission.  
Immediately following the Oath of office was the Council's duty of electing a 
new Mayor and Mayor Pro-Tem to serve in those positions for 2025-2026. 
Councilwoman Shelly Milford was elected by the Council to serve as the Mayor and 
Councilwoman Sallie Buck was elected to serve as the Mayor Pro-Tem for the City 
Marceline.
