Candidate filing for the Marceline City Council closed at 5:00 pm on Tuesday,
January 21, 2020. The General Election for the City of Marceline will be
held on Tuesday, April 7, 2020. This year, one (1) Councilmember will be
elected at large to serve a three (3) year term. Currently, that seat is
held by Councilwoman Liz Cupp. The candidates vying for the open seats
include candidates Shawn Cowell, Gary Carlson and John Carver. Once a
candidate is elected to the open Council seat, that person will be sworn in on
the Monday following the election, April 13, 2020.
Candidate Shawn Cowell was born and raised in Marceline and his parents have
been lifelong residents of the City. He graduated from Marceline R-V and
lived in Marceline for a number of years after high school before moving to
Branson, Kansas City, Rockville, UT and Las Vegas, NV. Shawn returned home
to Marceline in 2008 and is the owner of Cow-Con Services, a construction
business in Marceline that serves the City and surrounding area. He is
very proud of Marceline and is looking forward to serving the community.
Candidate Gary Carlson is a 1969 graduate of Marceline High School. He holds
a degree in Industrial Engineering from the University of Missouri-Columbia
and a Masters Degree in Administrative Science from the University of
Alabama-Huntsville. Gary worked for Owens-Corning Fiberglas for 25 years at
locations in Alabama, Texas, New York, South Carolina, and Georgia holding
various engineering & management positions. In 2001, Gary
returned home to Marceline accepting the job of Production Director at Moore
Fans. He has been active in the community serving on boards for the North
Central Regional Airport, Family Health Center, Community Chest and
Marceline Planning & Zoning. He is a member and a past president of the
Rotary Club. He is a member of the United Methodist Church & is married to
Margaret Epperson, retired Licensed Social Worker. Gary is also retiring in
Candidate John Carver
previously served on the City Council from October 2013 to April 2017.
He retired from Herff Jones Publishing in Marceline and has lived here since
1976. He is married to his wife, Melody, with two children, Angela
Compton and Beverly Akers. John Carver has been on the Council for four
years after being appointed to fill an open seat on the Council and then
being elected to fill a three-year term. John Carver has earned the
designation of a Certified Municipal Official from the Missouri Municipal
League. John Carver is looking to continue serving the City of
Marceline as Councilman.
In addition to the Council Election, the City of Marceline will be asking
qualified voters to consider a proposed Use Tax. A Use Tax is a sales tax
imposed on the purchase of goods by Missouri residents from out-of-state venders
and is applied to the same type of products subject to a traditional sales tax.
The Use Tax rate would be equal to the City’s local sales tax rate of two
percent (2%) and would raise or reduce with the local sales tax. According
to a report from the MO Department of Revenue in 2018 there was $2,864,830.52 in
annual gross sales that were subject to the use tax. Based on this if the
City had a use tax at that time an estimated $57,296.61 would have been
